I'm from AP, got NEET 2019 score as 311 with AIR 240521 rank. How can I apply for BDS course in Private Dental Colleges under state quota?

The DGHS will release the official notification tentatively in the 3rd week of June with the cut offs. You can register and apply online for All India Counselling. Because you are from AP and you want to apply for other State Colleges, you need to apply through their All India Quota. The links amd official notification hasn't been released yet. So we would suggest you to keep an eye for the official notification.
