You can definitely apply for CAT even if you have a backlog .Since your in your final year,you just need to fill the form as a final year student and provide a certificate from your college signed by the principal or registrar that confirms you are in the final year and will complete the degree after clearing the pending subject. The backlog won't stop you from writing CAT,but admission to IIMs or other B-Schools will stay provisional until you pass that paper and submit your final marksheet.
So, In short, apply normally ,give the certificate, clear your backlogs before admission deadlines and you'll be fine.
