Hey,
University of delhi has high cut offs for admissions in commerce colleges. For north campus you need to get atleast 95% in top 4 subjects. You can get a college in south campus or off campus with 90% too. Also if you are willing to do bcom program instead of honours you might get admission with 85% too in average colleges but not in good colleges of Delhi University. This all is for general category student.
