Yes, its compulsory to pass NEET exam.
You have to get clearance certificate from Medical Council of India.

According to a recent update from the Medical council of India and ministry of health and family welfare, a student who wants to study MBBS in abroad or Medical course in abroad will have to clear NEET or qualify NEET before entry into Medical colleges in abroad.
yes now NEET is compulsory for MBBS in abroad within effect from December 2017.

There is no official notification as yet which claims that it is mandatory for a candidate willing to pursue MBBS to qualify for the NEET UG examination. Universities across the world have various requirements/eligibility criteria for students willing to take up medicine there.
