Yes, according to recent updates NIOS students are now eligible to give NEET.

As NIOS Is a recognised qualification.Candidates who have passed as private candidate are now eligible to give National Eligibility Cum Entrance Test held for admission to MBBS as well as BDS course in the country
They can pursue MBBS in India as well as abroad.

Dear Tenzing, CBSE has issued a notice in 2018 that all Candidates who have studied in NIOS or Private Schools are now eligible for NEET 2018. This statement has been issued after the directive of The High Court. So since 2018, NIOS candidates and Private Candidates have been appearing for NEET. You may find this article helpful:
