Cut off depends upon the difficulty of level and this the paper was pretty easy some what like 2016 and that year the least score was some where near 135-130 the lower ranked nous closed there admission some where near 130-135. so yes this it is definitely going to be tough to get into a nlu if you score less than 130.

Thanks for your comment, because my son has written his CLAT 2019 and his expected score is around 130 hence we are extremely worried.

You can hope for cuttack, assam, shimla, vishakhapattanam, jabalpur to get admission.
Other you can go for private university that accept clat score like Nirma university they are good institute.

Thanks for you guidance, but we have heard that the status of NIRMA LAW now a days has plummeted for worse and the placements are almost ZERO. Is it true and to what extent.??? because despite making cut in Symbiosis Pune we let it go only due to the fact that it is extremely high on fees around RS.25 to 30 lacs.and by the way what is the status of IPU LAW as from this year only it is accepting CLAT score.
IPU is good. You can prefer it over Nirma and other lower tier NLUs. But with 130 you have a decent chance in Middle NLUs. So hope for the best
