Hey there,
Comparison of two universities is always difficult but I would say that Delhi university is far better than Punjab University. B com Hons. is one of the popular course of Delhi university and you can get direct campus placement from good North campus college of DU. The value of DU in India is much more than that of Punjab university.
So without thinking , go for DU.
