Is student holding OCI visa who studied in india for last 9 years is cosidered as normal category for higher studies after 12th? or is he/ She considerd in NRI category?

Hello,
As per the query I must say that he or she would still be considered as a NRI and would have to apply for NRI category only. Even if the student has been in India for a long time still they would be considered as NRIs as they are not the citizens of India and would not be considered in any other categories.
