No, Delhi University does not offer Fashion Designing course in undergraduate level. You may have to seek admission in any other college offering Fashion Designing. You can check the list of colleges offering this course through this link Fashion Design Colleges in India
The admission procedure is institute specific so you need to check the admission procedure, eligibility criteria and other details before applying. Few institutes gives admission based on class 12 while few others give admission based on entrance exam you need to check that too.
