Hello!!
So.. Yes undergraduate course can be done after the completion of 12th class. There are many UG after 12th and there is nothing like engineering board. Btech is an UG program to pursue engineering in the field you are interested in. To join engineering there are some entrance exams will be conducted in India ,some colleges may provide admission on the basis of merit,some colleges may conduct their own entrance examination. An Undergraduate course means a course that is done after one's class 12th. It is also called a bachelor's course as after the completion of an Undergraduate course, one gets a Bachelor's degree. After an Undergraduate degree comes a Postgraduate degree.
I am unaware of any such term called an "Engineering Board" for class 12th. If you want to do Engineering, you have to pass 12th standard with PCM or PCMB and clear the entrance examination of the institute you want to pursue your Engineering from.
