I've cancelled my seat through josaa at the reporting centre but when I go for the seat withdrawl option in the josaa site it's not opening.

Yes, this means that you have been allotted no seat. Which simply means that nothing has been allotted to you. And i believe you have already complete all the formalities of cancelling that is withdrawing of the seat like uploading the image of cancelled cheque too. Once you have done this relax, your seat won't be anymore valid.
