NO! You have no chance of getting IIST. Minimal jee advance criteria you need to fulfill for IIST was 20% of the total marks with 5% in each of the subjects (in JEE advance) .
Finally the IIST take students on the basis of their JEE MAINS ranks .But with your rank you haven't Qualified for jee-aadvance. So, you have no chance of getting IIST.

Admission in UG and dual degree courses in IIST will be done through JEE Advanced 2019 examination. So, your marks and rank of JEE mains doesn't matter for admission in IIST, what matters is your advanced rank.
