My marks in neet is 416 and Bihar SC rank is 164. Bihar round 1 cutoff is 426 marks with rank 136 will I get any government MBBS medical

The description you have given of cutoff marks and Bihar state cutoff rank indicates that you belong to SC category.
The corresponding NEET AIR is 104070.
If we go by the previous year data then you don't have a very good chance of getting any Government medical college in Bihar with the 85% state qouta.
Last year the last rank to get admission in any Government medical college in sc category was 102617.
The candidate was allotted Government medical college, Bettiah.

You have moderate chances as you are lagging behind by only 10 marks, so these can be covered up till second round and if not then surely till mopup round as seats become vacant and new seats are added through AIQ after each round.
