Sorry to tell you but in 147 marks, you cannot get any government college through NEET.
If it is your 1st attempt, you can afford to take another attempt and prepare well to score around 600 next year.
If you do not want to take a drop, then you can explore other Non-MBBS programs such as allied medical sciences,
food technology,
nutritionist, medical technology, optometry, forensic science, etc.
