Also, the following categories are exempted from appearing in MHT CET 2019. They will be offered direct admissions based on their qualifying exam.

Children of NRI/OCI/PIO
Children of Indian workers in the Gulf Countries

Well,if she hasn't appear for MH CET then she can appear for JEE mains ,some of the many top colleges of Mumbai accept JEE mains marks as well MHCET,so if she has appeared for JEE then you can go with or she can fill JEE main form still it was out from 7th February to March 7 2019 . many of the top colleges of Mumbai accept JEE main marks
