My overall rank for neet(ug ) 2019 is 2009548 and UR rank is 92837. Which rank will be considered for all India and state counselling ?

The overall rank for neet or ALL INDIA rank would be considered for AIQ counselling.
As far as state quota is concerned it is irrelevant to whichever rank it considers since it would generate a merit list for all the students of state and give you a state rank according to which counselling will take place.
