Yes, your son can get admission on the basis of 85% reservation in IP University seats as he belongs to Delhi region.
And since he is a Delhi candidate, he can not be denied the seat reserved for Delhi General candidate.
In IPU, It is determined by the school through which he has passed his 12th. If that school is in Delhi, then he would be considered as a Delhi General candidate
And he can get seat on that basis.
