CAT and GMAT both are the exams which help you in getting admission for pursuing MBA degree from different colleges.
CAT is the most popular MBA exam of our country. It is mainly conducted to get admission in premier institute like IIMs. But almost all other colleges also validates CAT exam's score for admission in their college.
GMAT is the exam conducted in the whole world for getting admission in all the top rated b-schools across the world. In India also there is one premier institute i.e. ISB Hyderabad which takes admission only on GMAT score. There are few other private colleges giving admission throw GMAT score but they are not of premier rating.
If you wantbtongey admission in premier institutes like IIMs, FMS, MDI, SP Jain, IITs etc. For doing MBA in India then gonfor CAT exam. If you want to pursue MBA from foreign university then you need to give GMAT exam which happens twice every year.

For both CAT AND GMAT you must have to complete your graduation in any stream and in CAT you need to have more than 50% in 10th 12th and graduation all the three academic exams.

Is PGPM is considered as Degree course or certificate course ??
PGP i.e. Post graduation program is a degree course and equivalent to MBA course. In top most college of our country i.e. in IIMs we are given PGP degree instead of MBA after successfully completing 2 years program.
