To get 85% state quota seats you need to fill online form of your state's counselling and not the all india counselling. for karnataka state admissions by KEA, Bangalore is the regulatory body for Karnataka NEET admission. Admission to Karnataka NEET 2020 will be granted on the basis of NEET scores only.
So follow the official site of KEA - karnataka state's medical counselling authority for online forms. If note yet released, they will be out in few days.
