hello yes you can as you have cleared the base cut off to apply .

but with these marks there will be no chances for govt. mbbs seat you should try from you state quota seats . so please mention your domicile state and your category , i would suggest you to go for ayush seat or give it a another shot at NEET 2021

Yes of course you can register yourself for 15% AIQ counselling on the basis of such NEET score but it will be of no use because on such marks you cannot get any of the government college for that 15% All India Quota seats and as you have not mentioned your category so considering it as general. But yes you should go for state quota counselling because on such marks and category you may get some BDS colleges or private seats in MBBS Colleges.
