Everyone is eligible for counseling whoever appeard in NEET 2019. But it matters that whether you'll get a college or not. With this rank, you may not get any college even with your state quota. If you wish you can mention the name of the state you belong from to confirm whether you can get a seat in any college or not.

Hello Ganesh, Sadly no, you have not qualifies in this exam. You won't be called into counseling, although you have a state quota rank of 4lakhs, you won't get government colleges because you have not qualifies the exams. I would suggest you apply for private colleges.
