Hi ! You have a decent marks in HPCET but you don't have a good percentile at JEE mains. That's why it is bit hard for you to get admission in government college with CSE. If you get also luckily, then you will not get CSE. With your rank, you may CSE but in worst government college. It depends on counselling procedure and cutoff.
