Without participating in any of the Counselling Procedures you cannot get any Government College. As you have tagged Indian Institute of Engineering Science and Technology Shibpur, you have to sit for the JoSAA 2019 Counselling process. You can try participating the CSAB Special Rounds which are scheduled to conduct after the completion of JoSAA 2019 Counselling Procedure.
