Hey!
There is no age limit to apply for undergraduate programmes in the University of Delhi. You can surely apply as a fresh student in different colleges of DU.
However, your evaluation will be on the basis of your 10+2 percentage, which is not that good enough for your admission in regular courses. You can get admission in School of Open Learning, though. Distance learning is available there.
