There are still few parameters considered while alloting a seat.If there are seats available in a civil engineering according to your example and if you have reservation, you will get a seat as you have secured a much better rank than the mentioned cut off rank.There is also other side of this, if there are no seats available and all the reserved seats are also filled under reservation then you may not get seat even if you have better rank than stated cut off.
