Hello,
You are local of one state and you hold domicile certificate of it. You are eligible for exams conducted by your state government college or universities. You are not eligible for two different state as no person lives in two different state. You are only eligible for your native state and go in open category for other state.
You can go through the process using open category for admission into graduation and post graduation and recruitment exams.
