Principal Chief Commissioner of Income Tax are recruited through the Civil Services Examination(CSE) conducted by UPSC every year. You need to opt fot India Revenue Services as your preferred service in the exam.
The eligiblity criteria for UPSC CSE is a graduation degree in any discipline. So, after 10th you can take any stream which you are interested in. However taking up arts stream would definitely help you with the exam. After doing 11th and 12th in arts, you can go for BA Hons in your subject of interest.
