If you wish to exit from round 2 all India counselling, you can exit it if you have not reported to the college alloted in round 2 neet counselling.

But then you won't get the security deposit back that you have paid at neet counselling.

If you have joined the alloted college, then you won't be able to resign or exit from the college.
