When will TissNet 2017 18 take place?Can a Indian student take the exam?

ere are four campuses of TISS Mumbai, Hyderabad, Guwahati, and Tuljapur (Maharashtra). The forms for this year have not started yet and are expected to start anytime in the first week of October itself.
TISS eligibility states:
Candidates with three years Bachelors degree or equivalent from a recognised university are eligible to apply.
Candidates studying in three and four-year degree programmes should have passed in all the subjects of semester 1 to semester 4 and semester 1 to semester 6 respectively.
Candidates studying in the final year of their degree programme are also eligible to apply.
As the confirmed dates are not released yet therefore the exam is the expected to be conducted in the month of January.
