hey there!
Your best chance will be to apply in India only if you want to be the English tutor. you must have great command over the language particularly the spoken aspect. as far as applying in foreign countries is concerned, native english speakers are given priority for teaching English in most of the countries, so you'll lag behind there, moreover IELTS, TESL, TOESL these criteria will also be there.

You can look for jobs through Linkedin, internshala and there are many other websites too. But beware of scams though, don't pay any fee to any of the employer in the name of laptop fee or any other kind.
