No. As of now, it is not compulsory for students wishing to study MBBS abroad to give NEET exam. However, as per the reports in some national dailies, the proposal for the same is in consideration, but no decision or official confirmation has yet come in that regards.
As of now every university abroad
has its own set of rules with regards to admission in MBBS courses and they only applies. In case after studying from abroad, you seek to practice in India, then after coming back you will have to appear for FMGE exam, which is a sort of MCI screening test to give license to practice in India.

NEET 2018exam result is not required for MBBS Admissions abroad.
MBBS admissions abroad are based on Class result of the candidate and the minimum eligibility criteria is as follows:
For Candidates belonging to General Category
Minimum 50% aggregate in Physics, Chemistry & Biology in Class 12th.
For Candidates belonging to OBC / SC / ST Category
Minimum 40% aggregate in Physics, Chemistry & Biology in Class 12th.
These are the requirements of Medical Council of India.
Please note that if you are going for MBBS abroad, then you can practice in India only after clearing MCI Screening Test.
