Hello Aspirant,
Placement record does not depend on states, it depend on level of college like IITs, BITS, NITs have better offered packages as compare to other GFTIs(state/central level).
Since you have not mentioned about the course for which you are seeking guidance so it is little bit difficult to guide you accordingly. So considering your profile, you are an engineering aspirant, so I am enlisting down some top engineering colleges in terms of placement :-
