First things first. PWD reservation is not a vertical reservation. It is a horizontal reservation available within the Category you belong to. For example, if you belong to OBC Category and you qualify for PWD reservation, you will be considered under OBC-PWD. It is the same if you belong to UR, SC,ST and EWS. Now according to Persons with Disabilities acts, for visual disability upto 40% disability is considered eligible. Beyond 40%, Candidates do not fall in PWD category.
