With 165624 rank and 85.68 percentile am I able to get any govt colleges or bit ??

You won't get BIT mesra for such rank and percentile .You need more than 96%ile to get it.
You haven't scored enough to get NITs/IIITs and GFTIs .So you can try for state engineering colleges.
