with a rank of 13173 will i be able to get any iit (being a girl candidate)

Greetings! To get into an IIT , considering you to be a general rank holder , you must have a rank between 3k -5k .As , your rank is much higher than that , you are not able to get into any IIT.

do you know ma'am that only 2000(including category) girls were qualified in jee adv first result list which had 18000 candidates in it ,general list had around 11k names,so it can be assumed that there were less than 1k girls in general list ,my rank is 13k so my rank in girls merit list will surely be around 1200-1300

Yes , i know but it happens only when you have applied through girls quota at the time of registration
