    As you mentioned with BC A category and 395 marks, your chances of getting a decent government college  through state quota(85%) or All India Quota are negligible.
    However you might get some good private medical college in your state through state quota.

    I am afraid your marks are too low to secure you a seat in a government or private medical or dental college. They are way too lower than the prescribed cut-off released by NTA. So you have almost nil chances for admission into any deemed university.
