What is your rank ? I can tell if rank is given.there is huge difference between last year and this year scores and respective ranks.

Indian Institute of Technology(IITs) take admission to undergraduate courses through a 2 phase selection process, JEE Mains and JEE Advanced. One has to necessarily give these exams and then attend the JOSAA counselling to get admission. For admissions to M.Sc. courses, the IITs conduct the IIT JAM exam

See the marks u have scored is well above the cut off for BIOTECHNOLOGY as per the previous year records i.e 25.1 for OBC category.
But for getting admissions in the good IITs for puruing ur higher studies u must be scoring marks higher than 50. U still

Don't loss your hope. As you are an OBC and obtained 45 marks in Gate 2019, you can apply for M.Tech in IITs but not all. This is list of the IITs that you can apply for :
1. IIT Bombay - Material Science (MM1)
2. IIT Hyderabad
