There are a number of good books for chemistry. I would initially request you to go through NCERT thoroughly.
For Non organic , I would recommend you JD LEE. It's quite good for non organic sectoe.
For organic, go though books of last year papers. Questions often

It depends on the difficulty of the question paper because I too gave my advanced in 2017 and I scored more than 30% and couldn't get seat in IIT's .But my previous batches go seat in IIT with 30%.Hope you understood.

Your question is not at all clear. I am assuming you want to know who will be able to enter the IITs. IITs are institute of national importance and are the best colleges in India for Engineering. For entering it, you have to give Jee-advanced. But you will be allowed

To get into IIT hyd or any IIT for that matter you need to get qualified with a good rank in her advanced which is conducted after mains for the candidates qualified in mains.
So with her mains rank you cannot get seat in IIT hyd or any other IIT.
