If you have placed good courses of good iit above the course that you are alloted then there is a chance of getting what you want .But if you hadn't placed any IIT colleges above that college that you are alloted then if you flaot then there will be chance

There are less chances of getting a better IIT for preparatory course in the further rounds as it is just to fill the seats of SC/ST category in the institute and you must go for it if you're given this choice in any of the IITs as it usually

Increase of 3000 seats is not sufficient as compared to your rank. It is quite impossible to get chance in government colleges with this rank unless you belong to north east India. But don't be disappointed. You can go for private engineering colleges.
