Yes, you can get admission in new IIIT like una, bhagalpur, dharwad,etc .youhave to try till the last round of counseling.

I'm sorry to say but at ranks like 5,11,896 getting any government college let alone IIIT seems far fetched and out of sight.
You might like to try for VIT, SRM etc. you might get a seat there.
