Am I eligible for filling TISSNET form? I am BSc graduated (aggregate 60%)student but in second sem was ATKT in mathematics am i eligible ?

Thanks for approaching us. You will be eligible to apply for TISSNET provided you have cleared ATKT in Mathematics, precisely, if you have appeared for the supplementary exam. The exam conducting body will require to see the required document. The last date is December 10, 2018. So you still have time!
