First point is if you have got management quota seat via counseling and confirmed your seat then you cannot apply in the next round of the counseling.

If you got management seat from direct admission then yeah you can apply in the next round.

Coming to fee, if you have paid fee then you may get 60 to 70% of fee return because management seats are more costly and fee return is difficult on the same point
