A student can only be eligible for state quota if he or she has the domicile for that specified state. If you are a student from Telangana, having the domicile of Telangana, then you wont be eligible for the seat reservation for State quota in other states.
However, you may get the colleges from all over the country, under the 15% seats reserved in AIQ.
