can an automobile engineer can't get a package of 25 lpa+ if he studies from DTU or any other college???

DTU don't provide automobile engineering branch for B.Tech course.
It is very difficut to get a 25 LPA+ but you can try. Getting a good placement also depends on your skills, knowledge and grades. It is recommended that you should join the top college to get good teaching and placements.
