Can I apply under NRI Quota in All India Counselling(15%) but under General Quota in the State Counselling(85%) for NEET UG 2020? Please reply.

As far as you question is concerned, No I don't think it's possible for you to apply under NRI quota in All India Counseling and General quota under state Counseling.
NRI quota is strictly for the students residing out side India. The category like General, OBC, EWS, etc can only be used by the students of India. You can't just switch between two as per you convenience.
