Can one with low marks in neet apply via All India Quota and get seat in a govt college where noone has applied?

I Would like to tell you that the level of the Paper of NEET 2020 was very easy and the cutoff will be very high approx 615-620 this year .so low marks in neet according to it are 530-560 approx at this score it is very difficult to say about any medical collage available at this score therefore if you have a score around it then you can either go for another course or you can give it another year.
There is no such government medical collage which no one thinks of applying as every student thinks of first saving his/her year.

First of all you can apply for counselling if you have cleared the minimum cutoff of neet and talking about all india quota seats you have to score very good marks to get a good college as only 15%seats are reserved from the quota . And with low marks there are no chances that you will get a government medical college as the seats are filled by the candidates who have better score than you .
