since BITSAT counselling and admission process is getting completed in advance by end of September before JOSAA counselling. in case of with drwal of admission in BITS , will the admission and semester fee will be refunded? please can you advise?

Yes , please don't be worried about the refund of fees. If a candidate wishes to withdraw his/her application he can do so by making an application and following the refund policy offered by the institution. They will refund the money after deducting a basic processing charge. But make sure you read the refund policy really well before making any transactions. Good luck !!
