Yes, Thappar Institute of Engineering & Technology does allow you to take admission in their college even after an year gap. There are two criteria for getting admission in TIET. One is on the basis of your JEE score and the other one is on the basis of your 12th class percentage.

70% of the total seats for BE/BTECH course will be filled on the basis of JEE main score you must have passed 10+2 or equivalent examination with at least 60% marks (55% for SC/ST candidates) in the aggregate of three subjects, Physics, Mathematics and any one subject out of Chemistry, Biology, Biotechnology and Technical Vocational subject. And the rest 30% seats will be filled on the basis of 10+2 marks in PCM merit or equivalent examination in the aggregate of three subjects, namely, Physics, Mathematics and any one subject out of Chemistry, Biology, Biotechnology and Technical Vocational subject.

Yes Thapar University Patiala Punjab takes admission after one year gap after 12th. As you have three chances in JEE mains and Thapar University takes admission on the basis of JEE mains examination. You have to really score good marks in JEE mains for admission into Patiala University.
