No, Not all Delhi-NCR residents are considered as Delhi State students. To be considered as Delhi state candidate, You must have domicile certificate of Delhi Union Territory. Suppose you have Ghaziabad/Noida domicile certificate then you are not Delhi state student because Noida is part of Delhi NCR region but not a part of Delhi State.
