I belong to OBC. But I do not have non creamy layer certificate. I want to apply for 15% India quota. And 85% maharashtra quota. Because I think in Maharashtra though I do not have non creamy layer I can get the advantage of OBC merit. But at the same time I want to apply for 15% All India Quota.How

You can apply for both All India Counselling and State Counselling. Overall, OBC has 27% criteria. But you will need a certificate to claim the benefits of the reservation. Without any certificate, the reservation cannot be claimed. Be it either All India Quota or State Quota, you will need a OBC-NCL certificate.
